原创对照：许镜湖大使介绍中非合作论坛北京峰会情况并回答记者提问

Thank you. I am from Reuters. I have a question about the 60 billion dollars that president Xi promised for Africa. Isn’t this just going to add too much unsustainable debt further for African countries? Is China concerns that giving Africa such another huge amount of money will encourage risky lending practices by Chinese Development Bank and also by Chinese companies in Africa? How will China resolve that issue? Thank you.
我的问题是关于600亿美元援助。中方是否关切这些钱会加剧非洲这些国家的不可持续债务的问题？是否关注这一大笔钱会使得中国在非洲的一些发展银行以及公司，会加剧他们的危险借贷的行为？中方准备怎样解决这个问题？

谢谢这个朋友提出这样的问题。在座的媒体朋友们在读习主席的报告时，可以更多关注习主席提出的八项行动。因为我在这个场合没有时间详细过多解读。八大行动包括涵盖了中非合作的方方面面。许多举措非常接地气，非常符合非洲发展的需要和中非合作的需要的。为了支持开展实施八大行动，中方以政府援助，金融机构和企业投融资的方式向非洲提供600亿美元的支持。
Thank you for your question. I will also refer you to the 8 major initiatives in president xi Jinping’s speech. Because my time here is very limited. I can’t expound on all of them. But these 8 major initiatives cover all aspects of China-Africa cooperation. They are practical measures that suit the national conditions of these African countries. And also this assistance come in the form of national assistance, finance institutions and private financing.

600亿美元的支持包括中国政府的无偿援助，无息贷款，优惠贷款。另外主要是信贷资金的额度， 设立了一项100亿美元的中非开发性金融专项资金。50亿美元自非洲进口贸易融资专项资金。这些都是着眼于中非双方平等互利，合作共赢，开展有利于双方合作的。
These 60 billion dollars include grants, interest-free loans and concessional loans. There are also credit lines including10 billion dollars of funding for developing financing, 5 billion dollars of special fund for imports from Africa. These are all based on equality, mutual benefit, cooperation and win-win result.

资金里还有100亿美元推动中国企业未来三年对非洲投资不少于100亿美元。这个资金的设立给中国的企业，非方的企业今后开展互利合作，提供了有力的支持。
Chinese companies are encouraged to make no less than 10 billion dollars investment in Africa. This is meant to encourage support for African companies and enterprises.

我们落实中非合作论坛北京峰会举措，实施八大行动，600亿美元的资金中，我们跟非方是互利，合作，共赢的原则。实施的项目，中非双方会在平等的基础上，经过商谈，再实施。
To implement these 8 initiatives and the 60 billion dollars, we will always bear in mind the mutual benefit and win-win cooperation. And relevant projects will be discussed and decided between China and Africa on the basis of equality.

记者朋友们也知道，非洲正处于一个发展上升时期。非洲致力于推动实现工业化，经济多样化，现代化。确实需要资金。
You may know that Africa is in the ascending phase of development. It pursues industrialization, diversification of their economies and modernization. It faces a gap of funding for all these endeavors.

非洲发展需要资金。但非洲缺乏资金，人才。基础设施比较落后。这三大瓶颈长期以来制约了非洲的发展。
African countries are in need of these capital. But they lack the funding, the human resources and relevant infrastructure. These three bottlenecks have throttled the development of African countries.

我们现在根据非方的需要，商定了帮助非洲破解这三大瓶颈。这是非常好的值得欢迎的。
So according to the wishes of the African side, we have devised these initiatives in accordance with their will. This is a good thing for African friends.

中非的经济具有很强的互补性。中国的发展已经进入了新的发展阶段。我们中国有人才，资金，设备，装备的优势。这方面可以补充非洲的短板。
The economies of China and Africa are highly complementary. China has entered a new phase of development stage. China has the advantages in terms of human resources, capital and infrastructure. So we would like to complement African countries in this regard.

所以我们跟非方合作的时候，我们会很认真地做好可行性研究，论证，来选择项目。特别选择项目时，要考虑到项目建成后非方的发展，自主，可持续性的发展。要立足于帮助非洲增强造血功能。避免增加财政方面的负担。
So we have bilateral cooperation. We will conduct feasibility study to decide which project can go ahead. And we will these projects, we will take into account these projects development will so as to help African people to achieve self-reliant development and avoid debt problems.

所以要说到债务，中国帮助非方发展。并没有加重非方的债务负担。非洲债务的原因也挺复杂，是长期以来累积的遗留下来的。
China is helping Africa development not accumulating debt. And this debt is a burden from the history.

这几年来，国际经济周期性的波动，加剧了非洲的融资成本。非洲国家大多数依靠出口原材料。这几年国际市场原材料价格下跌。所以非洲国家财政收入减少，所以也加重了他们的债务负担。
Besides we need to take into account the fluctuations of the international economic situation, which has raised the cost of financing for these African countries. And most of them depend on exporting raw materials, but the price of these raw materials on the international market has been decreasing. All these have added to the debt problem of the African countries.

非洲很多国家哪怕是债务负担比较重的国家，他的主要债权方，并不是中国。
Even if we take a closer look at these African countries that are heavily in debt, China is not their creditor.

把非洲债务的问题归给中国，是没有道理，也没有根据的。
So it is senseless and groundless to shift this blame on the Chinese side.

今后落实这八大行动的过程中，会一方面选好项目，避免这方面的问题发生。
So in the course of the implementation of these 8 initiatives, we will carefully choose which projects to go ahead to avoid causing debt problems.

谢谢主持人。北京青年报记者提问。

习近平主席在中非论坛北京峰会的主旨讲话中有十次提到了“青年”。他也提出青年是中菲关系的希望所在。在八大行动中也有举措是着眼青年的。想请问许大使，目前中非在青年交流活动中有哪些成就和举措。峰会之后，在求学和就业方面，我们还将有哪些新举措可以期待？谢谢您！

习主席在这次峰会，涉及到青年就业，就业培训，建立创新中心，青年之间开始交往，都是对青年有益，着眼于青年，造福于青年的。
In president Xi’s speech, he highlighted that youth is where hope lies. So in these 8 initiatives, many measures are meant to help the youth, including vocational training, job opportunities creation centers and people-to-people exchanges. These measures are beneficial to the young people.

所以我们就不难看到这些举措，以后中非双方的青年会受益的。非洲有12亿人口。人口构成比较年轻。年轻人的教育，就业问题也是非洲各国政府要亟待解决的优先问题。中非合作论坛北京峰会出台的举措，向青年倾斜，是非常符合非洲的人口，经济社会的现状的。也是符合中非关系发展的现状的。
Africa has 1.2 billion people, and most of them are young people. That is why many African government prioritize jobs creation and education. Thus by focusing on youth area, the Beijing summit has wrote out measures that suit the African conditions and trend of development between China and Africa relations.

历届中非合作论坛出台的举措都有很有针对青年的举措。相信这次论坛北京峰会出台的举措，会使非洲青年有更多的就业，接受培训，这方面的机会。
Previous FOCAC all have road out measures in this regard. I believe this time African youth will enjoy more opportunities in employment and education.

另外我们也都看到，中非传统友好。中非友好的希望也在与青年。我们也寄希望于青年朋友们。
China and Africa enjoy traditional friendship. We hope to sustain this friendship through exchanges between young people. When young people are friends with each other, China- Africa friendship can go on.

我们衷心希望中非友好能世世代代，一代一代传承下去。而且能一代比一代发展得更好。
I sincerely hope that China-Africa friendship can be passed from one generation to the next, and continue to grow from strength to strength.

这样我们中非双方共同打造构筑的命运共同体会更具有生机和活力。会更有生命力。
This will inject greater vitality to China-Africa community with a shared future.
