您好！非常感谢您为我们做的详细的介绍。我是来自人民日报的记者。我想跟您提个问题。2015年中非合作论坛约堡峰会上宣布的十大合作计划为中非人民带来了实实在在的好处。昨天习近平主席在中非合作论坛北京峰会开幕式的主旨演讲中提出了八大行动，想请您解读下这八大行动。如何实实在在地惠及中非人民?在推进八大行动的过程中，又有哪些机遇和挑战？谢谢！
I am with People’s Daily. At the 2015 Johannesberg summit, the 10 cooperation projects were announced, which have delivered tentable benefits to the peoples. At yesterday’s Beijing summit, president Xi Jinping also announced 8 initiatives. So how will these initiatives benefit people on the two sides? What are the opportunities and challenges brought by them?

谢谢您提出这个问题。确实习近平主席在昨天开幕式的讲话中，总结了中非双方全面落实2015年中非合作论坛约翰内斯堡峰会提出的十大合作计划所取得的丰硕成果。 并在这个基础上，习主席提出了未来三年和今后一段时间，中非将重点实施的八大行动。应该说媒体朋友们确实也非常关注。这八大行动是本次中非合作论坛北京峰会务实合作的最大亮点。
Thank you for your question. At yesterday’s opening ceremony, president Xi Jinping reviewed the comprehensive implementation of the 10 cooperation projects reviewed at the 2015 Johannesberg summit. On that basis, president Xi Jinping announced 8 major initiatives for the next 3 years and beyond. These 8 initiatives can be said as the greatest highlight of present cooperation projects between China and Africa this time.

习主席在讲话中提出，中非要同心协力，共筑更加紧密的中非命运共同体。这八大行动是中非实现合作共赢，共同发展，共同打造更加紧密的中非命运共同体的具体的路径。
President Xi Jinping said that China and Africa need to work together to build an even closer shared community of shared future. These 8 initiatives bell out the concrete steps to achieve common development and to achieve that close community with a shared future.

这八大行动，我们仔细看的话，其实跟约翰内斯堡提出的十大合作计划是关系非常密切的，是有一个连续性的。
If we take a closer look at the 8 initiatives, they are actually closely linked with the 10 cooperation projects. They have a consistency.

所以如果你认为这个约翰内斯堡2015峰会的加强版，也是准确的。
So we can regard it as an upgrade of that 10 cooperation projects at the Johannesberg summit.

这次八大行动表明中非双方将继续致力于加强在产能产业，基础设施建设，贸易，卫生等传统优势领域的合作。也提出了新的方向，合作就是进一步拓展双方在绿色发展，能力建设，人文交流，和平，安全等领域的合作潜能。特别是要推动一带一路建设同非方的发展战略要深入对接。八大行动更具有针对性，普惠性，完整性。
These 8 initiatives demonstrate our commitment to enhance the cooperation in the traditional fields like industrial cooperation, infrastructure, trade and health. It also point out new directions of cooperation like green development, capacity building, people-to-people exchanges, peace and security. In particular, we need to seek greater synergy between China’s Belt and Road Initiative, and development strategies of Africa. These 8 initiatives are more comprehensive and more sustainable.

所以说，这八大行动的实施一定会给中非双方人民带来更多的实惠。咱们注意看的话，这八大行动的一个特点就是体现了一个“实”字，务实，实实在在，看得见，摸得着。
So these 8 initiatives will deliver more benefits to Chinese and African people. If I have to point out the character of these 8 initiatives. It is that they are all very practical, tangible, that will deliver tangible benefits.

大家也注意到其中帮助非洲在农业方面实现发展。这个举措非常的实在。要在2030年前，在非洲实现粮食安全。这个目标是非常明确的，任务也确实是不轻的。中非双方共同努力，如果能用十几年的时间，帮助非洲12亿人口解决吃饭问题。我觉得这是一个造福非洲，造福人类的一项义举。
For example, one goal of these 8 initiatives is to help African people develop their agricultural sector. Our aim is to help Africa to achieve food security before the year 2030. This is a very clear goal. But the task is heavy. But China and Africa can work in this regard in the next few years. If the 1.2 billion people in Africa are free of the issue of hunger, then it would be a great cause of all mankind.

比如说在基础设施领域，因为中非双方要实施设施连通行动， 这方面的一些举措，也就是更多地像，支持非洲互联互通，支持非洲加快一体化建设这些方面在倾斜。
In the field of infrastructure, we have the connectivity projects in place to help African countries to achieve integration.

我相信举措的落实会有利于推进非洲的一体化进程。所以我们特别要看到，中方推出的这些举措，和非盟2063议程，这是非洲发展的总体的规划。是跟非洲各国的发展战略是高度吻合，一致的。所以必将会非常助力于非洲今后的腾飞和发展。
Once implemented, these initiatives will help enhance connectivity on the African continent. These initiatives are highly correlated with the 2063 agenda of the African Union, so I believe these initiatives will help Africa achieve economy development.

大家也关注到了八项行动的最后一项，就是实施和平安全行动。习主席在讲话中提出，中非决定设立中非和平安全合作基金。要设立中非和平安全论坛。因为这几年来，中国积极建设性地参与非洲和平安全事务。这也是符合非方对中方的期待的。设立这个基金和论坛，我认为是对中方支持非洲的和平和安全有了更有力的支撑，支持。另外也确实为中非双方在这方面开展交流对话又提供了一个新的平台。
The last initiative is in the field of peace and security. China has decided to set up a peace and security fund, peace and security forum. These reflect China’s positive and constructive role in the peace and security affairs in Africa. It also means the aspirations of the African countries. These fund and forum, will support China’s effort and support in the peace and security fields. It will also offer a very helpful venue for the two sides to conduct exchanges and dialogues in this field.

朋友们也注意到，习主席宣布为了推动八大行动的顺利实施，中国政府要以政府援助，金融机构，企业投融资这种方式向非洲提供600亿美元的支持。
In order to implement these 8 major initiatives, China’s president Xi Jinping also announced that China will offer assistance 60 billion dollars in the form of government assistance, and private financing.

论坛峰会召开两天，今天下午还要通过两个文件，成果也是非常丰硕的。峰会以后，今后三农落实中非合作论坛北京峰会的成果，马上要提上议事日程。我们中国南非合作论坛就是共建共商共办共向的论坛。在成果的落实中，中非双方也会本着这个原则来积极把这些举措落到实处。习主席在讲话中也非常明确，我们中国是，言必行，行必果。我们说的，所作的承诺，会不折不扣地落到实处。
The summit will last 2 days. This afternoon, they will adopt two outcome documents. But what is important and what is next on the agenda how to implement these outcomes in the next 3 years. Beijing summit is to pursue shared benefits through participation, consultation together. It is also following these principal that we will promote the implementation of all these documents. Just like president Xi Jinping said that China is a country that honors its pledges. That is what we will do. We will honor our words 100 percent.
